Philip Morris ZYN Nicotine Pouch Expansion: 2026 Update
As of September 14, 2026, the Philip Morris ZYN nicotine pouch expansion has two distinct tracks. In products, the U.S. dry line is adding 1.5mg and 8mg strengths, existing 3mg and 6mg dry cans are scheduled to move from 15 to 20 pouches in Q4, and the higher-moisture ZYN ULTRA line has started shipping. In manufacturing, the Aurora, Colorado campus began commercial production in July, with planned investment there now totaling $1.2 billion from 2024 through 2028. Availability still varies by state and retailer.
For adults 21+ only. Contains nicotine. Nicotine is an addictive chemical.
The ZYN Expansion at a Glance
The current expansion is broader than the article's original $800 million framing. That figure came from a 2024 snapshot combining a planned Colorado factory with expansion in Owensboro, Kentucky. In July 2026, Philip Morris International said the Aurora campus had begun commercial production and that planned investment in that site alone had risen to $1.2 billion for 2024–2028. Reuters also reported the doubled Colorado commitment.

On the product side, PMI is widening three variables at once: nicotine strength, moisture level and pouch count. That makes this more than a single new-flavor launch. It is a portfolio reset designed to cover more adult-use preferences while increasing U.S. supply.
What Changed in the ZYN Dry Line
The established dry ZYN range is expanding beyond 3mg and 6mg with 1.5mg and 8mg variants. PMI announced the new strengths for the third quarter of 2026; its September update described the rollout as underway. The 1.5mg option extends the line downward, while 8mg extends it upward. These are portfolio facts, not evidence that one strength is suitable for every adult user.
A separate pack-count change affects the existing 3mg and 6mg dry variants. PMI says those cans will transition from 15 to 20 pouches in Q4 2026. The company has not said in the cited announcement that every 1.5mg or 8mg can will follow the same count, so the 20-count statement should not be generalized to all dry products.
For shoppers, the practical answer is to check the strength and pouch count printed on the can. Distribution can move unevenly: an early shelf appearance in one state does not mean national availability on the same date.
What ZYN ULTRA Adds
ZYN ULTRA is the other major product branch. PMI describes it as a higher-moisture format, sold in 20-pouch cans, and reported first U.S. shipments in June 2026. The initial launch includes 9mg products plus a more limited 11mg authorization rather than a blanket 9mg-and-11mg range across every flavor.
The precise regulatory scope matters. In August, the FDA issued marketing granted orders for 11 ZYN ULTRA products: ten products at 9mg and one at 11mg. PMI said additional 11mg products remained under review. A marketing granted order allows the named product to be sold in the United States; it is not a health endorsement and does not establish that the entire ULTRA range has the same authorization.
What the FDA Orders Actually Mean
Two different FDA actions are often blended together in coverage of the expansion. First, the August 2026 marketing granted orders concern specific ZYN ULTRA products. These orders authorize marketing after FDA review; they do not mean the products are safe or FDA approved.
Second, on June 30, 2026, the FDA authorized 20 existing 3mg and 6mg ZYN products to carry one specific modified-risk claim. Those products had already received marketing authorization in January 2025. The modified-risk order applies only to the named products and claim; it does not extend to ZYN ULTRA or to nicotine pouches as a category.
In short: marketing authorization answers whether a specific product may be legally marketed, while a modified-risk order governs a specific claim for specific products. Neither should be described as an FDA recommendation.
The Manufacturing Expansion Is Now Bigger Than $800M
The Aurora campus covers 148 acres and about 780,000 square feet. Commercial production began in July 2026. PMI now plans to invest $1.2 billion there between 2024 and 2028 and said in July that roughly $1 billion had already been spent. The Owensboro operation remains part of the company's U.S. production base, but the old projection of 900 million cans in 2025 is a historical forecast, not a current 2026 result.
This capacity build explains how PMI expects to support more strengths, a higher-moisture line and larger cans. It does not, by itself, prove that every retailer will receive every format immediately; production capacity and retail distribution are separate stages.
What Reddit Users Are Seeing on Shelves
Recent Reddit discussion adds a useful real-world layer to the corporate timetable. On September 13, a Kentucky user, u/Mean-Marionberry-148 in r/Nicotinepoucher, reported buying a 6mg can marked 20 pouches at a 7-Eleven and seeing 8mg stock even though ZYN's website still showed 15 pouches. Another commenter described the 20-count package as a trial in several states, but that rollout explanation was community speculation rather than a company confirmation.
In a June-to-September r/Nicotine thread about ZYN ULTRA, users described uneven availability. u/Ness644 had not seen strengths above 6mg locally, while another commenter cited a June 15 Michigan release. u/NikoBuffalogna said launch messages had arrived before local stores carried the product.
Early experience reports are mixed rather than uniformly positive. u/BubbaOSRS liked Spearmint but found the 9mg pouch thicker than the 6mg and later said the 9mg felt slower or weaker. A newer commenter, u/Prog-Opethrules, also preferred the perceived speed of 6mg and objected to local markup. These are individual observations, not measurements of nicotine delivery, but they answer an important search question: the rollout is visible on shelves, and format, price and perceived experience vary by location and person.
What the Expansion Means for the U.S. Market
The clearest interpretation is that PMI is no longer relying on one dry format in two strengths. It is expanding downward and upward in nicotine content, adding a higher-moisture branch, increasing the count of established dry cans and putting more U.S. capacity behind the portfolio. The result is more choice within ZYN, but also more details for adult consumers to verify on the label.
The headline numbers should therefore stay separate: $1.2 billion is the current planned Aurora investment through 2028; 1.5mg and 8mg are the new dry strengths; 20 pouches is the planned Q4 count for established 3mg and 6mg dry cans and the stated ULTRA count; and the FDA orders apply only to specifically named products and claims.
